And in contrast to how superpowers wield their global influence, the Brussels Effect - a phrase first coined by Bradford in 2012- absolves the EU from playing a direct role in imposing standards, as market forces alone are often sufficient as multinational companies voluntarily extend the EU rule to govern their global operations. The Brussels Effect shows how the EU has acquired such power, why multinational companies use EU standards as global standards, and why the EU's role as the world's regulator is likely to outlive its gradual economic decline, extending the EU's influence long into the future.

Book excerpt: Chemicals are the building blocks of life. They are present in us, around us and in the products we buy. They are used in almost all industries and play an important role in virtually all economic sectors. The EU chemicals sector represents 1.1 % of EU gross domestic product and accounts for about 1.2 million jobs. Chemicals enable us to live more comfortable lives, yet they may also have adverse effects on the environment and human health. The cornerstone of EU chemicals legislation is the 2006 Regulation on the registration, evaluation, authorisation and restriction of chemicals (widely known as REACH). Other major legislative acts relate to the classification, labelling and packaging of chemicals, in order to ensure that hazards are clearly communicated to consumers and workers; the export and import of hazardous chemicals and the control of persistent organic pollutants, partly implementing international agreements; the prevention of major accidents involving dangerous chemicals; and the management of pesticides. The European Commission is currently carrying out fitness checks on the chemicals legislation. Actions in the coming years are expected to relate to a range of topics, such as the process of application for authorisation, nanomaterials, a strategy for a non-toxic environment, registration requirements for low volume substances, and polymers.

The book grew out from a multidisciplinary research project entitled ‘Regulating Chemical Risks in the Baltic Sea Area: Science, Politics, and the Media’, led by Michael Gilek at Södertörn University, Sweden. This research project involved scholars and experts from natural as well as social sciences, based at Södertörn University, Swedish Royal Institute of Technology (KTH), Karolinska Institutet, and Umeå University. The project group organized a multidisciplinary research conference on chemical risk regulations, held in Stockholm, August 15–17, 2007. Most of the contributions published in this book were, in draft form, first presented at this conference. The conference, like the ensuing edited volume, expanded the geographical focus beyond the Baltic Sea area to include wider European, and to some extent also global trends. Many thanks to all project colleagues and conference participants!
