Book excerpt: ABSTRACT: This work attempts to describe the unusual organizational structure of the Florida Department of Health's Public Health Preparedness and Response Programs. Unlike most other government agencies, the Florida Department of Health is not arranged as a traditional bureaucratic hierarchy. Rather, the Department utilizes structural aspects that may be referred to as organic or networked. According to the Environmental Organizational & Personality (EOP) model of organizational structure, the structure of the Florida Department of Health is logical and predictable based upon its technological and market environments. I will also show how the Department of Health organizational model adapts to challenges and can also serve to bridge the organizational structures of partner agencies at different tiers of government. Additionally, this document will explain the functional and organizational approaches used by emergency management and public health professionals by telling stories about how specific agencies prepare for, and respond to, a wide range of natural and man-made threats within the State of Florida.
