Most authorities have accepted Edmund Burke's depiction of 18th-century MPs, insisting it was their right to form their opinions without reference to the instructions of constituents. This study provides answers to these important questions and, in doing so, reveals that Burke's vision does not represent how the House of Commons functioned during the last two decades of the 18th century. Rather than focusing on specific issues or demographic groups, English MPs brings to the fore the legislative activity of a broad segment of late 18th-century English MPs. This book shows they were diligent legislators who attended to the needs of constituents, in the process developing strong connections with them. It demonstrates that these connections did not rest on shared beliefs in reformist ideologies except in, and around, the metropolis. Instead, they grew out of the members' timely and effective tending, session after session, to the host of measures brought forward by constituents and neighbours. McCahill explores, in fascinating detail, the consequences of this bond. In this book, McCahill draws from an impressive array of primary sources and secondary literature to combine a structural analysis with broad surveys and detailed case-studies. The result is an illuminating and a comprehensive account of the House of Commons between 1760 and 1790.

Some pathbreaking work has been done on the subject, but it remains overshadowed by the wealth of material focusing on MPs' activities within the legislative chambers at Westminster. This volume seeks to fill the gap by sketching and assessing the electoral significance of the MPs' constituency work and the broader political ramifications for the workings of the British Parliament. Its findings allow the MP to be seen in full. Norton and Wood argue that the constituency role has gained in importance in recent decades as MPs have become more career-oriented than their forerunners in mid-century. But a by-product of greater professionalism and careerism has been an expanded job description that may take MPs' time and energies away from playing a more effective role in helping to shape the broader policy alternatives for the United Kingdom.

It is therefore most opportune to call attention to the nature of the proposed change; to unma sk the insidious- ness of the attack, and to establish, on a firm basis, the reasonableness of the defence. I do not appeal to the passions, to the sympathies, to the sentiments of my fellow-countrymen. I would rather ask them calmly to consider the nature of things, to reason and wrestle with the mysteries of life, and, above all, to have the courage of their convictions. When reason has done its work, and the truth is clearly discerned, then let the nobler passions, the tenderest sympathies, and the loftiest sentiments, bring power irresistible to the will, lest right judgment suffer shipwreck and our country be involved in ruin. Some will not follow me in what I have to say. I ask them to be patient and to read with attention. I am attacking no man personally, and no man's creed. It is the natural dignity of man, the foundation of all religion, indeedthe coherence of all reasoning, which is attacked and threatened with destruction. But it will be said there is no grave question of this nature involved; it is merely proposed to bring in a Bill to allow members of Parliament to affirm. It is a message of peace, an act of universal toleration. All these arguments about the nature of man and the knowledge of God are beside the mark. It is merely a matter of political expediency, the timely application of the principle of perfect religious equality to which we have long ago committed ourselves.
