Book excerpt: Excerpt from Economic Impact of Second-Home Communities: A Case Study of Lake Latonka, Pa Many planners, civic leaders, and private citizens recognize that natural resource development can have a significant impact on the economy of an area. They also recognize that development activities consume time and resources. Therefore, before civic leaders and businessmen commit capital to a proposed project, they usually want to know the following: First, what will the proposed project cost; second, what impact will the proposed project have on them; and third, what impact will it have on the local economy? In 1964, the Executive Committee of the new Penn Soil Resource Conservation and Development (rc&d) Project wanted to know what public and private impacts could be expected from the development of new second-home communities. 1/ This information was needed to improve plans for similar developments in the Penn Soil rc&d area. Since its search for the information met with little success, the rc&d Executive Committee decided to sponsor a special study to obtain the necessary information. This report presents some of the findings of the special study plus a comprehensive analysis of the economic impacts generated by one of the many new second-home communities in the Northeast (g) g/ The primary objectives of the analysis were to: (1) describe how a second-home community was developed and financed; (2) identify and estimate the economic impacts generated by development activity expenditures; and (3) identify and estimate the economic impacts generated by the expenditures of those who own and use the Lake Latonka site. Some impacts were examined only briefly, but the most significant ones have been identified and are recorded herein.
