Book excerpt: Myanmar experienced four distinct COVID shocks to its economy over 2020 to early 2022 as well as a military takeover in February 2021 that created severe political, civil and economic turmoil. COVID and the coup d’état reversed a decade of growth and poverty reduction, but the full extent of the crisis on household poverty has remained uncertain because of the challenges of conducting large-scale in-person welfare surveys during the pandemic and recent political instability. Here we combine ex ante simulation models with diverse phone survey evidence from mid-2020 to early 2022 to estimate the poverty impacts of these shocks and some of the mechanisms behind them. Both simulations and surveys are consistent in painting a grim picture of rising poverty, capital-depleting coping mechanisms, and the complete collapse of government-provided social protection.

Book excerpt: Myanmar, a least developed country, has made significant achievements in poverty reduction over the last decade. Despite such achievements, analyses of available data prior to the COVID-19 pandemic show that millions of people in Myanmar had remained vulnerable and at risk of falling into poverty in the face of a negative shock. Such vulnerabilities could create further challenges in poverty eradication efforts and lead to setbacks in achieving the Sustainable Development Goals (SDGs). This report presents UNDP research findings and analysis of data collected prior and during the COVID-19 pandemic in Myanmar on the socio-economic impacts of the compounded negative shocks of COVID-19 and the ongoing coup d'état. The study warns that, if unchecked, the combined effect of these two crises could push up to 12 million people into poverty. That could result in as much as 25 million people - nearly half of Myanmar's population - living below the national poverty line by early 2022, a level of impoverishment not seen in the country since 2005. Without rapid corrective actions on economic, social, political and human rights protection policies, these scenarios will put Myanmar's efforts to achieve the Sustainable Development Goals by 2030 well out of reach. As a dire and complex situation unfolds - characterized not only in humanitarian terms but also as a deep crisis in development, democratization, and human rights - and circumstances worsen, international support will play an important role in safeguarding the well-being of the Myanmar population.

Book excerpt: This poverty synthesis notes documents Myanmar's poverty reduction progress leading to the COVID-19 crisis, and setback to these gains brought about by the COVID-19 pandemic and coup. The note aims to extract lessons from the Myanmar Poverty Assessment and the World Bank High-Frequency Phone Surveys. Analysis of welfare trends and drivers of poverty changes draws from the Poverty Assessment and covers the period 2005-2017, in line with existing national household surveys. Analysis of COVID-19 and 2021 military coup effects relies on the World Bank High-Frequency Phone Surveys (HFPS) conducted between March 2020 and February 2022. Starting May 2020, seven rounds of the phone survey data have been collected, each with national coverage consisting of a sample of 1,500 households, with the exception of the sixth round. Six survey cover the period May 2020-January 2021 during the pandemic and prior to the military coup, and one covers February 2022, one year after the military takeover on 1 February 2021. Annex one and Annex two provides more details of the survey implementation and respondent profile.

Book excerpt: After decades of isolationism and economic stagnation, Myanmar opened its economy in the beginning of the 2010s, leading to rapid economic growth (Myanmar’s Gross Domestic Product (GDP) was almost 50 percent larger in 2020 than in 2011). But the COVID-19 health crisis that started in 2020 and a military coup in the beginning of 2021 – and the subsequent increase in conflicts, forced displacements, and migration – dramatically reversed that outlook, with Myanmar’s GDP in 2022 estimated to be 13 percent smaller than three years earlier. The agricultural sector also changed accordingly during this period.
