Book excerpt: The Central and Eastern European states, recently accessed or acceding to the European Union are undergoing civil service reform processes incorporated in the general public administration reforms. Based on the necessity to promote good governance, the strategies of reform have been designed and implemented distinctly in each state; their finality consists in compatibility with a possible European model for civil service. A comparative analysis will take into consideration both the political-administrative systems of the states mentioned, the organization of the national civil service systems as well as the common European values embodied in civil service organization. Without being considered the most robust ones, the civil service systems in Central and Eastern European states are closely related to tradition, historical, economic or socio-cultural context as well as connections with the recognized systems: Anglo-Saxon, Continental German or Continental French. The elaboration of civil servants statutes represented a stage necessary to achieve the civil service reform. At the same time, the civil service reform focused on the following values: effectiveness, accountability, honesty, integrity, dynamism, lawfulness. For Central and Eastern European states, the civil service reform presents different forms. All these states have emphasized the preoccupation for improving the civil servants' performance, ensuring an active interface with the citizen.

Reform is considered as a fundamental part of a national effort to improve efficiency as diverse as Greece (Michalopoulos, 2003), increasing the competence and effectiveness of public administration, increasing the expertise, professionalism, knowledge and transparency (Slovenia, Romania, Bulgaria, Croatia). The year 1990 represented the start of founding the decentralised system, marked by legislative, institutional, political, economic reforms. The states analysed have represented the arena of the reforms in the administrative and judicial systems, some states have been interested to continue their preoccupations in view to implement the Community legislation into their domestic legislation, as well as to review and adapt to the specific European developments and requirements, while other states have been interested in the progress process in view of accession (Croatia) or in adopting a collection of laws, strategies and action plans for becoming EU and NATO members. The public administrations in the South-Eastern Europe area are subjected to a reform process according to the requirements of the integration process in the EU structures (Andrei, Matei, Rosca, 2008). Furthermore, this process is subject to tremendous variety within Central and Eastern Europe. Ten years after the collapse of communism it was apparent that only Poland and Slovenia surpassed their 1989 levels of GDP. This book scrutinises the arrangements to enforce good governance in this area both by means of external help and domestic political leadership. From the popular assumption that transformation is a collective good, it follows that the problem of free-riding has to be faced. Consequently there is a danger that transformation may never be completed. This book empirically tests the relationship between economic performance and good governance focusing upon voluntary coercion as a means to prevent free-riding behaviour. The author examines the role of international organisations and discusses elite formation as an important element of good governance - something often ignored in the economic analysis of economic performance.
