The volume approaches this topical issue in a comprehensive and interdisciplinary fashion, bringing together scholars from disciplines such as IR, security studies, ICT studies and philosophy as well as experts from everyday cyber-practice. In the first part, concepts and theories are presented to shed light on the relationship between cyberspace and international relations, discussing implications for the discipline and presenting fresh and innovative theoretical approaches. Contributions in the second part focus on specific empirical fields of activity (security, economy, diplomacy, cultural activity, transnational communication, critical infrastructure, cyber espionage, social media, and more) and address emerging challenges and prospects for international politics and relations.

In our increasingly digital world, data flows define the international landscape as much as the flow of materials and people. How is cyberspace shaping international relations, and how are international relations shaping cyberspace? In this book, Nazli Choucri and David D. Clark offer a foundational analysis of the co-evolution of cyberspace (with the internet as its core) and international relations, examining resultant challenges for individuals, organizations, and states. The authors examine the pervasiveness of power and politics in the digital realm, finding that the internet is evolving much faster than the tools for regulating it. This creates a “co-evolution dilemma”—a new reality in which digital interactions have enabled weaker actors to influence or threaten stronger actors, including the traditional state powers. Choucri and Clark develop a new method for addressing control in the internet age, “control point analysis,” and apply it to a variety of situations, including major actors in the international and digital realms: the United States, China, and Google. In doing so they lay the groundwork for a new international relations theory that reflects the reality in which we live—one in which the international and digital realms are inextricably linked and evolving together.

Structured along two broad themes and providing empirical examples for how socio-technical changes and political responses interact, the first part of the book looks at the current use of cyber space in conflictual settings, while the second focuses on political responses by state and non-state actors in an environment defined by uncertainties. Within this, it highlights four key debates that encapsulate the complexities and paradoxes of cyber security politics from a Western perspective – how much political influence states can achieve via cyber operations and what context factors condition the (limited) strategic utility of such operations; the role of emerging digital technologies and how the dynamics of the tech innovation process reinforce the fragmentation of the governance space; how states attempt to uphold stability in cyberspace and, more generally, in their strategic relations; and how the shared responsibility of state, economy, and society for cyber security continues to be re-negotiated in an increasingly trans-sectoral and transnational governance space. This book will be of much interest to students of cyber security, global governance, technology studies, and international relations.
