Book excerpt: This contribution to the World Scientific series on the Belt and Road Initiative focuses on the overland connections west from China, the Silk Road Economic Belt component of the BRI. It emphasizes the economic underpinning of the Belt in the market-driven creation of the Eurasian Landbridge and the linking of regional value chains. A fundamental economic driver behind this is the twenty-first century evolution of international value chains, in which China plays a major role, and their transformation by new trade technologies. Finer fragmentation of production and wider scanning for participants in value chains underlie the need for common, preferably global, regulation of new trade technologies and the emergence of mega-regional trade agreements (and China's response to such agreements).Thus, the Eurasian part of the Belt and Road Initiative must be seen in conjunction with China's growing role in the twenty-first-century global economy. Especially since the 2016 US presidential election, these connections have become entwined with China's reactions to criticisms of the Belt and Road Initiative and China's recognition of the benefits of more nuanced economic diplomacy to find common ground with other economic powers, notably the European Union and signatories of the Comprehensive and Progressive Agreement for Trans-Pacific Partnership.

Book excerpt: Rail links between China and Europe are typically analysed in the context of China's Belt and Road Initiative, focusing on China's economic rise and the implications for international relations. This paper argues that establishment of the China-Europe Landbridge predated the BRI and has been market-driven, as service providers identified and responded to demand for efficient freight services along pre-existing railway lines. Governments' role was trade facilitating, that is reducing delays and costs at border-crossing points, rather than investing in hard infrastructure. Service providers responded by linking European and Asian value chains (e.g., in automobiles and electronic goods) and reducing costs for traders shipping between China and Europe. The Eurasian Landbridge provides a case study of servicification as a component of increased trade in the twenty-first century.

The book examines the impact of and responses to the dynamic Sino-Russian interaction in the wake of China's Belt and Road initiative, focusing on the selected case studies of Kazakhstan, Mongolia and Uzbekistan, but also on inter-regional implications across the Eurasian space. With China's imprint on inter-regional politics and ambition to make a distinctive Chinese contribution to 'globalization' and Russia's vision of a 'Greater Eurasia' in which Moscow stakes out a place for itself as an indispensable power, other regional actors adopt policies that respond to and co-shape the resulting centrifugal forces. Meanwhile, power shifts are underway on a global plane, as the normative divide between Russia and the West has widened, and as the Sino-American rivalry is intensifying. The book therefore also sheds light on the effects of Eurasian power shifts on global governance in a context where global 'leadership' is contested, and in which the US and Europe are re-defining their relationship not only towards a self-confident China but also towards each other. As such, this study will provide valuable insight for students and scholars of Eurasian Asia Studies, Foreign Policy Analysis, and International Relations at large.
