Book excerpt: When Malaysian Prime Minister, Tun Abdul Razak Hussein, paid an official visit to China in May 1974, it secured Malaysia a place in the annals of regional diplomatic history as the first ASEAN country to establish full diplomatic relations with the People’s Republic of China. This book analyses the process of the establishment of diplomatic relations between Malaysia and China, and provides a detailed explanation and understanding of the decision- making process in Malaysia. Shedding light on the roles played by the various principal actors in the process of foreign policy formulation and the influences - both internal and external – that shaped Malaysia’s behaviour, the book highlights why Malaysia decided to pursue a policy of normalisation with China, culminating in the visit in 1974, and in particular why it became the first ASEAN country to establish diplomatic relations with the Chinese. After Malaysia’s recognition of Beijing, two other ASEAN states followed suit, namely Thailand and the Philippines, and the book discusses whether there was some degree of policy coordination amongst ASEAN countries in dealing with China, or if both these countries gave way for Malaysia to be the first. The book also looks at the policy debates within some ASEAN countries regarding relations with China, either conducted officially or unofficially, bilaterally or otherwise. This book will be of interest to scholars of Asian Politics, Asian History, International Relations and Foreign Policy.

Book excerpt: Since the early 1990s and the end of the Cold War, the implications of China's rising power have come to dominate the security agenda of the Asia-Pacific region. This book is the first to comprehensively chart the development of Southeast Asia’s relations with the People’s Republic of China (PRC) from 1949 to 2010, detailing each of the eleven countries’ ties to the PRC and showing how strategic concerns associated with China's regional posture have been a significant factor in shaping their foreign and defence policies. In addition to assessing bilateral ties, the book also examines the institutionalization of relations between the Association of Southeast Asian Nations (ASEAN) and China. The first part of the book covers the period 1949-2010: it examines Southeast Asian responses to the PRC in the context of the ideological and geopolitical rivalry of the Cold War; Southeast Asian countries’ policies towards the PRC in first decade of the post-Cold War era; and deepening ties between the ASEAN states and the PRC in the first decade of the twenty-first century. Part Two analyses the evolving relationships between the countries of mainland Southeast Asia - Vietnam, Thailand, Myanmar, Laos and Cambodia - and China. Part Three reviews ties between the states of maritime Southeast Asia - Indonesia, Malaysia, Singapore, the Philippines, Brunei and East Timor - and the PRC. Whilst the primary focus of the book is the security dimension of Southeast Asia-China relations, it also takes full account of political relations and the burgeoning economic ties between the two sides. Book excerpt: China’s rapid economic growth has drawn attention to the Chinese diasporic communities and the multiple networks that link Chinese individuals and organizations throughout the world. Ethnic Chinese have done very well economically, and the role of the Chinese Diaspora in China’s economic success has created a myth that their relations with China is natural and primordial, and that regardless of their base outside China and generation of migration, the Chinese Diaspora are inclined to participate enthusiastically in China’s social and economic agendas. This book seeks to dispel such a myth. By focusing on Guangdong, the largest ancestral and native homeland, it argues that not all Chinese diasporic communities are the same in terms of mentality and orientation, and that their connections to the ancestral homeland vary from one community to another. Taking the two Cantonese-speaking localities of Panyu and Xinyi, Yow Cheun Hoe examines the hierarchy of power and politics of these two localities in terms of their diasporic kinsfolk in Singapore and Malaysia, in comparison with their counterparts in North America and Hong Kong. The book reveals that, particularly in China’s reform era since 1978, the arguably primordial sentiment and kinship are less than crucial in determining the content and magnitude of linkages between China and the overseas Chinese. Rather, it suggests that since 1978 business calculation and economic rationale are some of the key motivating factors in determining the destination and degree of diasporic engagement. Examining various forms of Chinese diasporic engagement with China, this book will appeal to students and scholars of Chinese Diaspora, Chinese culture and society, Southeast Asian culture and society and ethnicity.
