Book excerpt: The State Energy Conservation Program was established on December 22, 1975, by the Energy Policy and Conservation Act(EPCA)(P.L. 94-163). The enabling legislation, Part C of Title III of the Act, was subsequently amended on August 14,1976, by Part B of Title IV the Energy Conservation and Production Act (ECPA) (P.L.94-385) and currently consists of Sections 361 through 367 (42 U.S.C. 6321-6327) as shown in Appendix A of this report. The State Energy Conservation Program, administered by the Department of Energy (DOE), provides a means by which any State may voluntarily enter into a cooperative effort with the Federal Government to further that State's energy conservation efforts. Under this program, a State may elect to develop and implement a comprehensive State energy conservation plan designed to achieve scheduled progress toward a specific energy conservation goal for the year 1980. The Federal Government, in turn, provides to each participating State both technical assistance and financial support. All of the fifty States, the District of Columbia, Puerto Rico, Guam, American Samoa, the Virgin Islands and the Trust Territory of the Pacific --a total of 56 jurisdictions --are eligible to participate in the program.
