The prospects of shortages and price increases in an economy on the margin of subsistence increases the profitability of increased private stock-holding (commonly called hoarding) by farmers, individual consumers, not to mention the infamous middleman. Thus, when total supplies are short, there is a tendency for individuals throughout the system to increase private stocks and reduce market supplies, actions that amplify the magnitude of market price swings. Thus, lack of reserves to moderate price increases encourages private actions which are exactly the opposite of those which are needed in times of shortage.
