Efforts to enforce world peace during the twentieth century through international organizations created a demand for a legal definition of aggression. A U.N. committee attempted to provide one in a 1956 report. Stone rejected it for two reasons. Citing a broad array of examples, he shows that the concept of aggression eludes definition. More important, he argues that a definition is not necessary for the goals of international peace-enforcement.

Until this is done, the Security Council cannot use the definition as it stands now and make binding decisions under Article 39 of the Charter with respect to the use of force in international politics.
