Book Synopsis A Systems View of Nuclear Security and Nuclear Safety by : IAEA

Download or read book A Systems View of Nuclear Security and Nuclear Safety written by IAEA. This book was released on 2023-04-17. Available in PDF, EPUB and Kindle. Book excerpt: Jointly developed by the lAEA Advisory Group on Nuclear Security (AdSec) and the International Nuclear Safety Advisory Group (INSAG), this publication examines the commonalities and differences of nuclear security and nuclear safety, with a view to stimulating new thinking on how the common elements of nuclear security and nuclear safety can be further recognized to enhance excellence in the management of nuclear activities. Although safety and security have a somewhat different focus, they may overlap with each other and have a common goal – protecting people and society. Actions taken to further one activity can have implications for the other. This publication, written for professionals working in the area, focuses on the interfaces between nuclear safety and security with the aim of ensuring that safety and security actions are integrated with each other as appropriate and serve to reinforce each other. It seeks to establish a framework for a more holistic capability to further both safety and security.

Book Synopsis A Systems View of Nuclear Security and Nuclear Safety by : International Atomic Energy Agency

Download or read book A Systems View of Nuclear Security and Nuclear Safety written by International Atomic Energy Agency. This book was released on 2023-05-09. Available in PDF, EPUB and Kindle. Book excerpt: The identification and assessment of threats provides an essential basis for the selection, design, and implementation of nuclear security measures. For nuclear material and other radioactive material that is under regulatory control, and associated facilities and activities, the results of this identification and assessment are expressed as a design basis threat or representative threat statement describing the intentions and capabilities of potential adversaries against which the materials and associated facilities and activities are to be protected. An Implementing Guide was issued in 2009 under the title of Development, Use and Maintenance of the Design Basis Threat which was updated and revised. The result of this revision is the current publication. It provides a step-by-step methodology for conducting a national nuclear security threat assessment including both physical and computer security aspects, and for the development, use and maintenance of design basis threats and representative threat statements.

Download or read book Regulatory Oversight of the Interfaces Between Nuclear Safety and Nuclear Security in Nuclear Power Plants written by IAEA. This book was released on 2024-03-25. Available in PDF, EPUB and Kindle. Book excerpt: There is a growing societal awareness regarding the importance of regulatory systems for nuclear facilities and activities to have visible oversight of safety and security interfaces. This publication compiles relevant IAEA requirements, recommendations and guidance on identifying and addressing potential and actual interactions between nuclear safety and nuclear security systems and measures in nuclear power plants (NPPs). It also presents regulatory practices that are important to consider for nuclear safety and nuclear security, as they may reinforce or compromise the capacity of the regulatory bodies, competent authorities and operating organizations to meet nuclear safety and nuclear security requirements, including requirements relating to the interfaces between safety and security, during the application of regulatory functions in the various stages of the lifetime of an NPP.

Book Synopsis Nuclear Safety and Nuclear Security Interface by : International Atomic Energy Agency

Download or read book Nuclear Safety and Nuclear Security Interface written by International Atomic Energy Agency. This book was released on 2021. Available in PDF, EPUB and Kindle. Book excerpt: "Nuclear safety and nuclear security share the same goal: to protect individuals, the public and the environment from harmful effects of ionizing radiation. However, the activities that address nuclear safety and nuclear security are different, and actions taken to strengthen nuclear safety may affect nuclear safety and nuclear security positively or negatively, and vice versa. It is therefore essential to establish a well coordinated approach to managing the interface between nuclear safety and nuclear security so that relevant measures are implemented in a manner that aims to capitalize on opportunities that may be available for mutual enhancement without compromising either nuclear safety or nuclear security. The responsibility for nuclear safety and nuclear security within a State rests entirely with that State. In this context, the importance of international cooperation and the central role of the IAEA is widely recognized. The IAEA assists Member States in establishing or strengthening their nuclear safety infrastructure as well as their nuclear security infrastructure. In addition, it provides support to establish synergy between both infrastructures to ensure that actions taken in the two fields compliment rather than compromise each other. The interface between nuclear safety and nuclear security is highlighted in IAEA safety standards and nuclear security guidance. This publication was developed from the exchange of information, experiences and practices by participating Member States at the IAEA Technical Meeting on Safety and Security Interface -- Approaches and National Experiences, held in Vienna in 2018. The information presented in this publication summarizes the views expressed by the participants during the technical meeting; it is not a consensus report" --from the Foreword.
