Book excerpt: The design and selection of surface treatment binders in service is currently based on specifications that only account for the penetration and ductility of emulsion residues or the penetration and viscosity of hot-applied asphalt cements. These specifications consider neither the entire range of temperatures that the binders may be subjected to during production and in service, nor long-term aging behavior. A surface performance-graded (SPG) specification for the selection of surface treatment binders was developed as part of previous Texas Department of Transportation (TxDOT) and National Cooperative Highway Research Program (NCHRP) projects. The work performed under the TxDOT Project 0-6616 was the basis for this thesis. In this project, the SPG specification, which is performance-based and takes into account the physical properties of the binder at the temperature ranges in which the material will be used, was further validated. This was accomplished by standardizing the emulsion residue recovery method through the evaluation of two warm oven methods, exploring the exclusive use of the dynamic shear rheometer (DSR) for determining performance-based properties, and further field validating the thresholds for these properties. The laboratory and field results were used to revise the SPG specification for surface treatment binders in service. Binder samples collected from chip seal projects constructed on selected highway sections in Texas in summer 2011 were tested and graded according to the existing SPG specification developed in previous research projects. Two warm oven emulsion residue recovery methods were used and compared. New DSR tests, including the multiple stress creep recovery (MSCR) test and the frequency sweep test were evaluated for developing additional criteria in the SPG specification. The SPG grades of the surface binder samples evaluated from laboratory tests were compared with the actual field performance of the highway sections one year after construction. The SPG specification was found to be functional in terms of enabling the selection of binders to ensure adequate surface treatment performance. Moreover, the results obtained from the MSCR and DSR frequency sweep tests were compared with field performance to develop additional criteria in the specification. Further validation is recommended to investigate the effects of construction and quality control processes, as this study is limited to producing a revised SPG specification for properties that address stiffness and aggregate retention in service.

Current specifications for these binders consider properties of the material during both construction and in service, and a wide range of materials can be utilized to meet the current specified properties. A surface performance-graded (SPG) specification for the evaluation and selection of chip seal binders which addressed these shortcomings was developed as part of previous Texas Department of Transportation (TxDOT) and National Cooperative Highway Research Program (NCHRP) research projects. In the current study, the SPG specification was revised and further validated. Book excerpt: Presently, surface treatment design and material selection is based on traditional specifications and experience, which are not performance-based and sometimes result in inadequate performance of the surface treatment. In 2000 the first phase of a Texas Department of Transportation (TxDOT) research project developed a surface performance-graded (SPG) specification for the selection of surface treatment binders (Research Report 1710-1). The SPG specification is performance-based and utilizes binder properties directly related to surface treatment performance and associated distress. The specification takes into account environmental conditions, aging effects of the binder, visco-elastic behavior, and reliability. The objective of this second phase of the project was to investigate and establish the validity and applicability of the proposed SPG specification, make modifications where necessary, and, finally, recommend the SPG specification for practical implementation. The research methodology involved highway section identification, laboratory testing including SPG grading, performance monitoring, and comparison of the SPG binder grades to actual field performance. Factors included in the experimental design were binder type and suppliers, environment, aggregates, and traffic. Analyses of the results showed that there is generally a good correlation between the proposed SPG specification and actual field performance. Overall, the results are indicative that the SPG specification is functional and if properly applied, the specification promises to be a relatively cost-effective method for selecting binders to ensure adequate surface treatment performance. However, further validation is recommended, possibly with controlled test sections to fully investigate the effects of design, construction, and quality control processes and address some of the deficiencies of the specification.

Book excerpt: Over the past almost 20 years, a Surface Performance-Graded (SPG) specification for chip seal binders was developed and validated using laboratory measurements and visual field performance of 141 highway sections. This SPG specification was established in an effort to extend the service life of chip seals and save approximately $9 million per year by providing a binder grading system and associated selection guidelines that: (1) accounts for differences in climate and (2) uses existing equipment and performance-based properties that preclude bleeding and aggregate loss in the critical first year of service after construction. This report documents a multi-year implementation effort that includes: (1) further validation and (2) industry interaction including outreach, state round robin testing programs, laboratory characterization efforts with private laboratories, and associated work with a national task force. The SPG specification now available as a special provision to Texas Department of Transportation (TxDOT) Item 300 (SP 300-011) will replace the TxDOT Chip Seal Binder Material Selection Table with the tiered system and conventional chip seal binder specifications for materials in service provided in TxDOT Item 300.
