The primary achievement is the development of a new paradigm to investigate the complex reaction processes that control the behavior of heterogeneous energetic materials in munitions throughout their life cycle. It is known as Concepts Methods and Protocols for Reaction Hierarchy and Network Development (CoMPReHND). Results from the decomposition of a high-nitrogen compound, triaminoguanidinium-(5,5')azobitetrazolate (TAGzT) and its interaction with RDX illustrate its use and provide an explanation for increased burn rates of propellants with TAGzT. The report summarizes work on the decomposition of BDNPA/F and several HMX-based explosive formulations: PBX9501, LX-04, LX-10, LX-14 and EDC-37. The results on the HMX-based explosives suggest that Estane binder used in the PBX9501 and the LX-14 formulations may increase the rate of decomposition of HMX in these formulations compared to HMX by itself or in the other formulations. The report describes the development of the reaction modeling and kinetics (REMKIN) compiler and analysis tool, which provides a means to develop mathematical models of complex reaction processes. Finally, a report the JANNAF workshop on "R & D Required to Implement New Ingredients in Munitions" and the development of a new paradigm to develop EM is described.

To assist in addressing these concerns, two offices within DOD asked the NRC to investigate and assess the scope and health of the U.S. R&D efforts in energetic materials. This report provides that assessment. It presents several findings about the current R&D effort and recommendations aimed at improving U.S. capabilities in developing new energetic materials technology. This study reviewed U.S. research and development in advanced energetics being conducted by DoD, the DoE national laboratories, industries, and academia, from a list provided by the sponsors. It also: (a) reviewed papers and technology assessments of non-U.S. work in advanced energetics, assessed important parameters, such as validity, viability, and the likelihood that each of these materials can be produced in quantity; (b) identified barriers to scale-up and production, and suggested technical approaches for addressing potential problems; and (c) suggested specific opportunities, strategies, and priorities for government sponsorship of technologies and manufacturing process development.

Book excerpt: The state of the art in the area of security related civil science and technology concerning energetic materials and munitions is of pressing importance at the present time, because 10 years after the end of the cold war, in many countries in east and west, huge stockpiles of munitions still await destruction. The safety behavior of munitions and their energetic material is the determining factor for all precautionary measures for the protection of environment and population. The probability of a catastrophic reaction of munitions and their energetic components will be so more likely, the closer the munitions are to the end of their life time. Residues and undetected ordnance, recycling, destruction of ammunition and depletion or reuse of energetic materials will either cause more or less damage to environment. Scientific research and development have the aim to increase performance of munitions on one side and to improve safety in relation to unpredictable events on the other side. The impact on the environment by the production and normal use of munitions and their residues after use will acquire an increasing importance in environmental awareness. The excellent technical presentations were classified in five Groups, according to the technical programme. The "Introduction to the subject; Methods, tests and application; Insensitive and "green" munitions; Storage and transportation; and Demilitarisation and recycling" sessions, were closed by a final and general interesting discussion among participants.
