Book excerpt: Marine Corps Doctrinal Publication MCDP 1-0 (w/change 1) Marine Corps Operations July 2017 First published in September 2001, Marine Corps Doctrinal Publication (MCDP) 1-0, Marine Corps Operations, provided a bridge between the maneuver warfare philosophy articulated in our first nine MCDPs and the tactics, techniques, and procedures contained in our warfighting and reference publications. It focused on describing the role of the Marine Corps component in providing, sustaining, and deploying Marine Corps Forces at the operational level of war and on how the largest of our Marine air-ground task forces (MAGTFs), the Marine expeditionary force, conducted operations at the tactical level. Developed just prior to, and published shortly after, the momentous events of 11 September 2001, the original edition reflected the language and operational constructs prevalent within joint doctrine at that time. Key among them were the notions of "war" versus "military operations other than war," as well as the unstated, but imbedded, belief that the ability to defeat a conventional adversary granted the ability to succeed against "lesser" foes. Marine Corps commanders and staffs at all levels should read, study, and be thoroughly conversant with the content of MCDP 1-0. The notion that "words matter," is embedded throughout this publication, which defines key terms to ensure Marines speak a common operational language. Inasmuch as MCDP 1-0 illustrates how the flexibility and rapid deployability of our taskorganized, combined arms forces apply across the range of military operations, joint and multinational force commanders and their staffs can also use this publication to better understand Marine Corps capabilities and considerations for their employment. This publication supersedes MCDP 1-0, Marine Corps Operations, dated 27 September 2001.

Finally, this publication describes the Marine Corps' key expeditionary concepts. This publication is compatible with the Marine Corps' capstone doctrinal publication, MCDP 1, Warfighting. Warfighting provides the broad institutional and operating philosophy that underlies all Marine Corps expeditionary operations, regardless of echelon of command or operating setting. This publication applies that philosophy more specifically to the operations of Marine air-ground task forces (MAGTFs) and to the types of expeditionary settings in which these forces will likely be required to operate. Where MCDP 1 describes the Marine Corps' philosophy of warfighting, this publication describes the types of operations of which Marine Corps forces must be capable. Chapter 1 describes the complex and uncertain geopolitical environment near the turn of the 21st century--the environment in which Marine Corps forces will be required to operate. Based on chapter 1, chapter 2 establishes the need for a flexible, naval expeditionary force-in-readiness, describes the requirements of expeditionary operations, and identifies the characteristics and capabilities of Marine Corps forces that satisfy those requirements. Chapter 3 describes the particular expeditionary organizations and forces that the Marine Corps contributes in support of national interests overseas. Chapter 4 describes the operating concepts that underlie the Marine Corps' conduct of expeditionary operations. Key among these is the naval concept, operational maneuver from the sea. This publication is designed for Marine Corps leaders who must conduct expeditionary operations or advise others on the effective employment of Marine Corps forces and for those outside the Marine Corps who must understand Marine Corps capabilities and operating concepts. Because this publication describes concepts that are fundamental to Marine Corps operations, it is required reading for all Marines.

MCDP 1 WARFIGHTING Since Fleet Marine Force Manual 1, Warfighting, was first published in 1989, it has had a significant impact both inside and outside the Marine Corps. That manual has changed the way Marines think about warfare. What matters ultimately in war is strategic success: attainment of our political aims and the protection of our national interests. The operational level of war provides the linkage between tactics and strategy. It is the discipline of conceiving, focusing, and exploiting a variety of tactical actions to realize a strategic aim. With that thought as our point of departure, this publication discusses the intermediate, operational level of war and the military campaign which is the vehicle for organizing tactical actions to achieve strategic objectives. The Marine air-ground task force (MAGTF) clearly has operational as well as tactical capabilities. Thus it is essential that Marine leaders learn to think operationally. Marine Corps Doctrinal Publication (MCDP) 1-2, Campaigning, provides the doctrinal basis for military campaigning in the Marine Corps, particularly as it pertains to a Marine commander or a MAGTF participating in the campaign. Campaigning applies the warfighting philosophies in MCDP 1, Warfighting, specifically to the operational level of war. It is linked to the other publications of the MCDP series and is fully compatible with joint doctrine. MCDP 1-2 supersedes Fleet Marine Force Manual (FMFM) 1-1, Campaigning, of 1990. MCDP 1-2 retains the spirit, scope, and basic concepts of its predecessor. MCDP 1-2 further develops and refines some of those concepts based on recent experiences, continued thinking about war, and the evolving nature of campaigning in the post-Cold War world. The new version of Campaigning has three significant additions: an expanded discussion of the linkage between strategic objectives and the campaign, a section on conflict termination, and a section titled "Synergy" that describes how key capabilities are harmonized in the conduct of a campaign to achieve the strategic objective. These additions have been derived from the development of the other doctrinal publications in the MCDP series and joint doctrine. Chapter 1 discusses the campaign and the operational level of war, their relationship to strategy and tactics, and their relevance to the Marine Corps. Chapter 2 describes the process of campaign design: deriving a military strategic aim from political objectives and constraints, developing a campaign concept that supports our strategic objectives, and making a campaign plan that translates the concept into a structured configuration of actions required to carry out that concept. Chapter 3 discusses the actual conduct of a campaign and the problem of adapting our plans to events as they unfold. Central to this publication is the idea that military action at any level must ultimately serve the demands of policy. Marine leaders at all levels must understand this point and must recognize that we pursue tactical success not for its own sake, but for the sake of larger political goals. Military strength is only one of several instruments of national power, all of which must be fully coordinated with one another in order to achieve our strategic and operational objectives. Marine leaders must be able to integrate military operations with the other instruments of national power. This publication makes frequent use of historical examples. These examples are intended to illustrate teachings that have universal relevance and enduring applicability. No matter what the scope and nature of the next mission--general war or military operations other than war--the concepts and the thought processes described in this publication will apply. As with Warfighting, this publication is descriptive rather than prescriptive. Its concepts require judgment in application.
