As a result, more and more workers do not receive secure wages or benefits from either employers or the state. This book offers a fresh and provocative look into the alternative social movements informal workers in India are launching. It also offers a unique analysis of the conditions under which these movements succeed or fail. Drawing from 300 interviews with informal workers, government officials and union leaders, Rina Agarwala argues that Indian informal workers are using their power as voters to demand welfare benefits from the state, rather than demanding traditional work benefits from employers. In addition, they are organizing at the neighborhood level, rather than the shop floor, and appealing to 'citizenship', rather than labor rights.

Book excerpt: In 2002 the International Labour Organization issued a report titled ‘Decent work and the informal economy’ in which it stressed the need to ensure appropriate employment and income, rights at work, and effective social protection in informal economic activities. Such a call by the ILO is urgent in the context of countries such as India, where the majority of workers are engaged in informal economic activities, and where expansion of informal economic activities is coupled with deteriorating working conditions and living standards. This book explores the informal economic activity of India as a case study to examine typical requirements in the work-lives of informal workers, and to develop a means to institutionalise the promotion of these requirements through labour law. Drawing upon Amartya Sen’s theoretical outlook, the book considers whether a capability approach to human development may be able to promote recognition and work-life conditions of a specific category of informal workers in India by integrating specific informal workers within a social dialogue framework along with a range of other social partners including state and non-state institutions. While examining the viability of a human development based labour law in an Indian context, the book also indicates how the proposals put forth in the book may be relevant for informal workers in other developing countries. This research monograph will be of great interest to scholars of labour law, informal work and workers, law and development, social justice, and labour studies.

Book excerpt: This book examines the transition, transformation and future of the informal sector, informal work and informal workers in India from the perspectives of development economics as well as those of international organisations. Though the informal sector has a long tradition in India, it has been transformed in the wake of neoliberal economic policy. The sector took on new prominence in the 1980s, and has since grown much stronger and established itself as the country’s dominant sector. Several reports on the informal sector appeared during this period, and the status of the sector in India is positioned in the context of this international scenario. The major debate concerns the definition of this sector. While international labour statisticians had suggested a mechanism of definition and measurement of the sector, Indian official statistics took a different approach. The book analytically elaborates the different definitions and measurement controversies in different countries and contextualises the official Indian position. While deliberating on the size, contribution, productivity, and potential of the informal sector, the heterogeneity and decomposition of the sector with respect to these aspects are also suggested. The book develops a political economic interpretation of the historical transition of the informal sector in India, employing heterodox economics as a theoretical basis, with a critical note on standard neoclassical economic analysis. The final part of the book focuses on understanding the development of capitalism in the country under neoliberalism, as that development is crucial to understanding the informal sector in any country, and particularly in India.
