Book excerpt: The Emergency School Aid Act (ESAA) of 1972 authorizes grants or contracts to non-profit organizations (NPOs) to support school desegregation or reduce minority group isolation. This report is part of a series evaluating the ESAA-NPO program; it describes NPO operations at the school district level based on responses by NPO project directors to mail questionnaires. The most frequent NPO activities are educational services such as remedial or tutorial work; few NPOs monitor school desegregation plans. NPOs undertake the same kinds of activities regardless of the district's desegregation phase. NPOs seldom act as catalysts for change, either by seeking to mobilize public support when they conflict with school districts, or by attempting to influence district policies. NPO emphasis on educational service activities and the low activist posture in relation to school districts are the major reasons NPOs have a smaller effect than non-ESAA funded organizations--a finding explored in detail in Vol. III of this series.
