Book excerpt: This book is about the relationship between societies and their security forces at times of great political and societal change. It uses the experiences of Croatia, Serbia and Montenegro to examine the control, management and reform of armed forces, police and intelligence agencies in the aftermath of conflict and authoritarianism. The book assesses the theory and practice of security sector reform programmes in the context of Europe and the Western Balkans, the relationship between security sector reform and normative international policy more generally, and the broader dynamics of post-conflict and post-authoritarian transformation. In so doing it addresses two underlying questions. First, how and in what ways does reform in the security sector interrelate with processes of domestic political and societal transformation, particularly democratisation. Second, how and in what ways do these processes relate and respond to internationally-driven efforts to promote a particular type of security sector reform as a component of wider peacebuilding and democracy promotion strategies.

Book Synopsis Back to the Roots by : Albrecht Schnabel

Download or read book Back to the Roots written by Albrecht Schnabel. This book was released on 2012. Available in PDF, EPUB and Kindle. Book excerpt: There has now been more than a decade of conceptual work, policy development, and operational activity in the field of security sector reform (SSR). To what extent has its original aim, to support and facilitate development, been met? The various contributions to this book address this question, offering a range of insights on the theoretical and practical relevance of the security-development nexus in SSR. They examine claims of how and whether SSR effectively contributes to achieving both security and development objectives. In particular, the analyses presented in the book provide a salutary lesson that development and security communities need to take each other's concerns into account when planning, implementing, and evaluating their activities. The book offers academics, policy-makers, and practitioners within the development and security communities relevant lessons, suggestions, and practical advice for approaching SSR as an instrument that serves both security and development objectives. Book excerpt: "Security sector reform (SSR) is widely recognised as key to conflict prevention, peace-building, sustainable development and democratisation. SSR has gained most practical relevance in the context of post-conflict reconstruction of so-called failed states' and states emerging from violent internal or inter-state conflict. As this volume shows, almost all states need to reform their security sectors to a greater or lesser extent, according to the specific security, political and socio-economic contexts, as well as in response to the new security challenges resulting from globalisation and post-9/11 developments. Contributions from academics and practitioners elaborate on both the conceptual underpinnings and the practical realities of security sector reform and - a crucial aspect of post-conflict peace-building - security sector reconstruction. Book Synopsis Security Sector Transformation in Africa by : Alan Bryden

Download or read book Security Sector Transformation in Africa written by Alan Bryden. This book was released on 2010. Available in PDF, EPUB and Kindle. Book excerpt: The need for security sector transformation (SST) is prominent in the work of scholars, policy makers and practitioners that focus on the security sector and its governance in Africa. At the heart of this approach is the requirement for comprehensive change in the orientation, values, principles and practices that shape the provision, management and oversight of security on the African continent. The evident obstacles to achieving such far-reaching goals mean that it is particularly important to identify the practical utility of the SST concept in supporting positive behaviour change within different African settings. It is also necessary to clarify the relationship between the concept of security sector transformation and the evolving security sector reform (SSR) discourse. This volume seeks to provide such additional clarity to SST and its relationship to SSR. It includes contributions from a range of acknowledged experts analysing dynamics of security sector transformation at the domestic level as well as 'beyond the state'. The resulting insights are intended to help elaborate an understanding of the challenges to and opportunities for the realisation of an operational security sector transformation agenda in Africa.
