Book excerpt: This volume explores how ordinary people in present-day Myanmar obtain justice and resolve disputes and crimes in a time of contested transition in government, politics, society, and the economy. Its empirical questions serve as a lens to analyze the wider dynamics of state making, the role of identity politics, and the constitution of authority in a country emerging from decades of military rule and civil war. Based on a unique collection of ethnographic studies with ordinary people's experiences to the fore, its contributions illustrate that legal pluralism exists in urban as well as rural contexts: from the cities of Yangon and Mawlamyine to the Naga hills, the Pa-O self-administered zone, the Thai refugee camps, and villages in the Karen and Mon states. In all of these places, the official state system is only one among many avenues for people seeking resolution in criminal and civil cases. Indeed, a common practice is to evade the state whenever possible. Most people prefer local and informal resolutions, and therefore the main actors consulted in everyday justice are village elders, local administrators, religious leaders, spiritual actors, and the justice systems or individual members of ethnic organizations. Prevailing are also a range of alternative understandings of (in)justice, misfortunes, and disputes that differ from those of the state-legal system. These alternatives are based on different cultural norms, religious beliefs, and forms of identification. Despite the ongoing transition in Myanmar, the long history of military rule and conflicts based on ethnic divisions continue to foster a mistrust in the state and an orientation towards 'the local' in everyday justice. The book explores these forms of state evasion and what it means more broadly for state-society relations in the current transition.

Book excerpt: Opening the Black Box: Contextual Drivers of Social Accountability fills an important knowledge gap by providing guidance on how to assess contextual drivers of social accountability effectiveness. This publication aims to more strategically support citizen engagement at the country level and for a specific issue or problem. The report proposes a novel framing of social accountability as the interplay of constitutive elements: citizen action and state action, supported by three enabling levers: civic mobilization, interface and information. For each of these constitutive elements, the report identifies 'drivers' of contextual effectiveness which take into account a broad range of contextual factors (e.g., social, political and intervention-based, including information and communication technologies). Opening the Black Box offers detailed guidance on how to assess each driver. It also applies the framework at two levels. At the country level, the report looks at 'archetypes' of challenging country contexts, such as regimes with no formal space or full support for citizen-state engagement and fragile and conflict-affected situations. The report also illustrates the use of the framework to analyze specific social accountability interventions through four case studies: Sierra Leone, Pakistan, Yemen, and the Kyrgyz Republic.

Book excerpt: Mapping Chinese Rangoon is both an intimate exploration of the Sino-Burmese, people of Chinese descent who identify with and choose to remain in Burma/Myanmar, and an illumination of twenty-first-century Burma during its emergence from decades of military-imposed isolation. This spatial ethnography examines how the Sino-Burmese have lived in between states, cognizant of the insecurity in their unclear political status but aware of the social and economic possibilities in this gray zone between two oppressive regimes. For the Sino-Burmese in Rangoon, the labels of Chinese and Tayout (the Burmese equivalent of Chinese) fail to recognize the linguistic and cultural differences between the separate groups that have settled in the city—Hokkien, Cantonese, and Hakka—and conflate this diverse population with the state actions of the People’s Republic of China and the supposed dominance of the overseas Chinese network. In this first English-language study of the Sino-Burmese, Mapping Chinese Rangoon examines the concepts of ethnicity, territory, and nation in an area where ethnicity is inextricably tied to state violence.

China is asserting its influence in the region through economic statecraft and far-reaching efforts to secure its sovereignty claims in the South China Sea, while the United States has promoted a Free and Open Indo-Pacific strategy that explicitly challenges China's expanding influence—warning other countries that Beijing is practicing predatory economics and advancing governance concepts associated with rising authoritarianism in the region. In this timely volume, leading experts from Southeast Asia, Australia, and the United States assess these great power dynamics by examining the strategic landscape, domestic governance trends, and economic challenges in Southeast Asia, with the latter focusing especially on infrastructure.
