Book excerpt: "The objective of this paper is to highlight the crucial importance of security sector reform during the challenging time of democratic transition. Many security services in Arab countries do not utilize modern management practices or computer-based administrative systems, and lack human resources and career development departments, let alone an inspector general's office to ensure discipline or an internal affairs section to address public complaints. This paper argues that any sustainable governance reform of the social contract in Arab countries in transition is inextricably linked to a new concept of the security sector, based on good governance principles that could permeate a new political consensus, profound institutional reforms and a new legal framework. Security services in these countries must change to serve the public rather than the political interest. For the purpose of accountability, efficiency and professionalism, and in order to create a culture of institutionalization, civilian oversight of the security sector is essential. For their part, new civilian leaders must ensure that the security sector receives proper equipment and an adequate budget, particularly for salaries and training. Security sector reform in the Arab region must be a cultural and ideological discussion, rather than a merely technical one."--Publisher's description.

Book Synopsis A Political Economy of the Middle East by : Melani Cammett

Download or read book A Political Economy of the Middle East written by Melani Cammett. This book was released on 2018-03-22. Available in PDF, EPUB and Kindle. Book excerpt: A Political Economy of the Middle East is the most comprehensive analysis of developments in the political economy of the region over the past several decades, examining the interaction of economic development processes, state systems and policies, and social actors in the Middle East. The fourth edition, with new authors Melani Cammett and Ishac Diwan, has been thoroughly revised, with two new introductory chapters that provide an updated framework with which to understand and study the many changes in demography, education, labor markets, urbanization, water and agriculture, and international labor migration in the recent years. The new edition also includes: a new chapter that charts the political economy of the Gulf states and, in particular, the phenomenal growth of oil economies; a new chapter on the rise of "crony capitalism;" and increased coverage of the changes in civil society and social movements in the region, including an exploration of the causes, dynamics, consequences, and aftermath of the Arab uprisings.

Book Synopsis Life as Politics by : Asef Bayat

Download or read book Life as Politics written by Asef Bayat. This book was released on 2013-05-01. Available in PDF, EPUB and Kindle. Book excerpt: Prior to 2011, popular imagination perceived the Muslim Middle East as unchanging and unchangeable, frozen in its own traditions and history. In Life as Politics, Asef Bayat argues that such presumptions fail to recognize the routine, yet important, ways in which ordinary people make meaningful change through everyday actions. First published just months before the Arab Spring swept across the region, this timely and prophetic book sheds light on the ongoing acts of protest, practice, and direct daily action. The second edition includes three new chapters on the Arab Spring and Iran's Green Movement and is fully updated to reflect recent events. At heart, the book remains a study of agency in times of constraint. In addition to ongoing protests, millions of people across the Middle East are effecting transformation through the discovery and creation of new social spaces within which to make their claims heard. This eye-opening book makes an important contribution to global debates over the meaning of social movements and the dynamics of social change.
